हिमाचल प्रदेश के काँगड़ा जिले में पालमपुर शहर के पास ठाकुरद्वारा नाम की जगह में 40 साल पहले छोटा भंगाल घाटी, जो की इस शहर से महज 3 घण्टे की दूरी पर है, से कुछ दलित परिवार रोजगार के लिये सरकारी जमीन (वन भूमि) पर बसे। 35 सालों से मजदूरी व अन्य काम कर ये लोग अपना जीवनयापन कर रहे हैं किसी तरह से नई पीढ़ी के बच्चों को शिक्षा दे रहें हैं ताकी इन बच्चों की जिंदगी कष्टमय कम हो। लेकिन आज के दिन ये छोटी सी बस्ती, जहां 6 परिवार गुजर-बसर कर रहे हैं, पास के कथाकथित पढ़े-लिखे, प्रगतिशील समाज के लिये एक समस्या बन गयी है। आठवीं कक्षा में पढ़ने वाली माधूरी बताती है की “पास के कॉलोनी के लोग सरकार के ऊपर दवाब बना रहे हैं की हमें यहाँ से हटाया जाए उनका कहना है की हम लोग गन्दे हैं। सोमवार (12 फरवरी) को सरकार के लोग जेसीबी से हमारे घरों को तोड़ने के लिये आने वाले हैं लेकिन हम यहाँ से नहीं हटेंगे “। अगर कानूनी प्रक्रिया को देखें तो भारतीय संसद द्वारा 2006 में वन भुमि पर आश्रित समाज के लिये अनुसूचित जनजाति व अन्य परम्परागत वन निवासी अधिनियम को पारित किया गया था जिसमें यह कानून वनों पर आश्रित समुदायों,जो 13 दिसम्बर 2005 से पहले से वन भूमि पर निर्भर है, को अपनी आजिविका और निवास के लिये उपयोग में आने वाली वन भूमि पर कानूनी मान्यता देता है लेकिन आज तक सरकारी तंत्र ने इस कानून की जानकारी और इसको लागू करने के लिए किसी भी प्रकार के सकारात्मक कदम नहीं उठाए जिसके चलते आज इस बस्ती के लोगों की तरह ही दूसरे समुदायों को अपने ही देश में पराये की तरह रहना पढ़ रहा है। 
On 15th February the Forest Department officials, cut the electricity and water supply of these houses and took the roof off their homes. When the 6 Dalit families who were being evicted, tried to put their belongings in the temple sarai. near their homes, ‘people’ of the colony at Thakurdwara Palampur stopped them because they were ‘Scheduled Caste’. A complaint under SC atrocities Act has been filed against members of the colony. Interesting to note that the temple too is built on Forest land, from which the families were being evicted. Further, the members of the colony are the ones who have been trying their best to shove out these families because they see them as “outsiders” who have “encroached” land. On 16th February the JCB came to demolish the houses but the act came to a screeching halt as the Shimla High Court responded positively to an appeal by the evictees, for a stay. The appellants now have a two week interim relief to file their applications and the Himachal Van Adhikar Manch (HVAM) will be supporting them to file claims under FRA 2006.
Members of the HVAM stood in support of the community along with members of Kisan Sabha, Parvatiya Mahila Vikas Manch and Bahujan Samajwadi Party.
