5th February 2019 Press Note: Solidarity fast held at Dharamshala for free flowing Himalayan Rivers; Social and Environmental activists demand to save the Ganga

Close to 100 representatives and activists of various local organizations from Kangra and other districts held a public meeting and a one day solidarity fast and public meeting on “Clean and Free Flowing Himalayan Rivers” at Dharamshala on 5th February, 2019 outside Hanuman Mandir from 10 am to 4 pm. The fast, led by veteran environmentalist Kulbhushan Upmanyu, also lent full support to 26 year old Atmabodhanand, an engineering student-turned-seer, who has been fasting for more than 100 days at Matri Sadan Ashram, Haridwar for ‘Aviral- Nirmal Ganga’. “Today is Atmabodhanand’s 105th day of fasting. Before him late GD Agrawal, former professor at IIT, Kanpur who observed fast for 111 days lost his life in AIIMS Rishikesh on 11th Ooctober,2018 fighting for the same cause” said Upmanyu.
Even as the Central Government is spending crores of rupees under the Nmamai Gange program in the name of cleaning Ganga, the situation of the river has gone from bad to worse in the last four years as per a report of the Central Pollution Control Board. Scrapping of all 54 proposed dams on the Ganga and its tributaries, Strict Action to stop the pollution of Ganga downstream and passing of the Ganga Act which curtails illegal sand mining and large scale deforestation in the catchment of the Ganga basin are the key demands being made. Abha Bhaiyya of Jagori Grameen who also lent their support to the campaign said that the Ganga belongs to all of us, not to any one community or state. “The lynching of nature has to be stopped if our coming generations have to survive she said.

Sumit Mahar of Himdhara Collective, who gave the call for the program, added “Its not just Ganga. We are also drawing attention to the pathetic conditions of rivers in Himachal which are the lifelines of the not just this state but other downstream states too . By building hundreds of dams, illegal mining, unbridled pollution we are killing our rivers. This massive destruction can only be  checked and stopped if public and government come together to take some positive and effective steps “. According to the government data, more than 200 dams have either been commissioned, constructed or are under-construction while close to 800 dams & hydro power projects are planned and proposed on the different rivers of Himachal Pradesh. These projects have diverted the natural flow of the rivers and streams into tunnels thus drying up the rivers. This impacts not just local communities dependent on water from rivers but also the river and local biodiversity as well as other environmental services.

In September 2018 the Central Pollution Control Board in its report had identified 7 critically polluted river stretches in the state of Himachal, on Beas, Sirsa, Ashwani, Giri, Pabbar, Markanda and Sukhna rivers. Most of the pollution is because of unchecked and illegal dumping of municipal waste, sewage or industrial effluents.

A 10 point memorandum is being sent to the CM of Himachal with demands to work towards conserving rivers by making necessary policy changes. “Smaller streams and tributaries of the major river basins need to be marked for their fragility and sustainability because they support ecological diversity and livelihoods. Thriving fish farms on the river, small home-based eco-tourism initiatives and cultural preservation all become possible in such an environment. These needs to be declared as a “no-go zone” not just for hydro projects but also for large scale sand mining, polluting industries and unplanned construction of both roads and buildings”. For protection of forests the memornadum has also demanded immediate implementation of the Forest Rights Act 2006 so that communities can come forward in conserving their forests by claiming their community rights. Tourism and construction cannot go on unregulated and waste management should be priority of the Municipal bodies. There needs to be a moratorium on large dams till all carrying capacity studies are done.

प्रेस नोट:  हिमालय की नदियों को अविरल बहने कि मांग को लेकर धरमशाला में किया एक दिवसीय सामूहिक उपवास: गंगा को बचाने के लिए जारी संघर्ष को दिया नागरिक-सामाजिक संगठन अपना समर्थन
 

5 फरवरी,  2019 को धर्मशाला में कांगड़ा व अन्य जिलों के नागरिक-सामाजिक संगठनों के करीबन 100 प्रतिनिधियों ने   “हिमालय की नदियों को अविरल और निर्मल बहने कि मांग को लेकर”  एक दिवसीय उपवास और सार्वजनिक बैठक की । यह उपवास 26 वर्षीय युवा संत अतामबोधानंद, जो ‘अविरल- निर्मल गंगा’ के लिए हरिद्वार स्थित मातृ सदन आश्रम में 105  दिनों से लगातार उपवास कर रहे हैं उनके जारी संघर्ष के समर्थन में भी है ।

जाने माने पर्यावरणविद् कुलभूषण उपमन्यु जिन्होंने सामूहिक उपवास का नेत्रित्व किया ने बताया , “पिछले साल दिवंगत जीडी अग्रवाल,जो कि आईआईटी कानपुर के पूर्व प्रोफेसर रह चुके हैं , जिन्होंने गंगा को निर्मल और अविरल बहने दो को लेकर 111 दिनों  तक  उपवास रखा था, कि  11 अक्टूबर 2018 को AIIMS ऋषिकेश में मृत्यु हुई। प्रोफेसर अग्रवाल कि मुख्य मांगे यही रहीं हैं कि गंगा और उसकी सहायक नदियों पर प्रस्तावित सभी 54 बांधों पर रोक लगाईं  जाए, गंगा के बहाव के निचली इलाकों में बढ़ते प्रदूषण, अवैध रेत खनन और बड़े पैमाने पर वनों की कटाई पर सख्त कार्यवाही कि जाए और गंगा अधिनियम जो गंगा बेसिन के जलग्रहण क्षेत्र के सरंक्षण  को मजबूती देता है को जल्द से जल्द  सरकार द्वारा पारित किया जाए “।
जागोरी ग्रामीण संगठन की नेत्री आभा भैया ने कहा की समाज में हर तरह की हिंसा बढ़ रही है और सबसे ज्यादा हिंसा प्रकृति के साथ हो रही है ‘विकास’ के नाम पर.

इस कार्यक्रम का आव्हान देने में जुड़े हिमधरा समूह के सुमित महर ने कहा , “हम न केवल गंगा बल्कि सभी पर्वतीय नदियों की ओर समाज और सरकार का ध्यान आकर्षित करना चाहते हैं क्योंकि यह नदियाँ हिमाचल ही नहीं अन्य मैदानी राज्यों कि भी जीवनरेखा हैं। सैकड़ों बाँध, अवैध खनन और बेलगाम बढ़ते हुए प्रदूषण से आज  हम ही अपनी नदियों को मौत के घाट उतार रहे हैं और यह तभी रुक सकता है जब सरकार और जनता इनको बचाने के लिए एकजुट होकर सकारात्मक कदम उठाये।” सरकारी आंकड़ों के अनुसार, हिमाचल प्रदेश की विभिन्न नदियों पर 214  बांध पहले से ही निर्मित हैं या निर्माणाधीन हैं  और तकरीबन 800 बांध और जल विद्युत परियोजनाएं प्रस्तावित हैं। नदियों के प्राकृतिक प्रवाह को मोड़ते हुए और इसी तरह खड्ड व धाराओं को सुरंगों में धकेलते हुए इन परियोजनायों ने आज नदियों को सिमटने और सूखने पर  मज़बूर कर दिया है। इसका दुष्प्रभाव केवल नदियों पर निर्भर स्थानीय समुदायों तक सीमित नहीं बल्कि जलीय एवं स्थलीय जैव -विविधता और पर्यावरण पर भी देखा जा सकता है। सितंबर 2018 में केंद्रीय प्रदूषण नियंत्रण बोर्ड ने हिमाचल प्रदेश कि सात सबसे गंभीर प्रदूषित नदी के हिस्सों कि पहचान कि जिसमे से  ब्यास, सिरसा, अश्वनी, गिरी, पब्बर , मारकंडा और सुखना नदी शामिल हैं ।  गौर करने कि बात  है कि इन नदियों में प्रदूषण के मुख्य कारण व स्त्रोत नगरनिगम एवं नगरपालिका के कचरे, सीवेज व औद्योगिक अपशिष्टों कि अंधाधुंध और गैर कानूनी डंपिंग है।

5 फ़रवरी कि सामूहिक उपवास व बैठक के दौरान समर्थन और जन-जागरूकता बढ़ाने के लिए हिमालय कि नदियों को निर्मल और अविरल बनाने कि प्रमुख मांगों के साथ एक विस्तृत ज्ञापन भी प्रशासन को सौंपा जा रहा है. ज्ञापन में यह मांग की गयी की हिमाचल की नदियों को बचाने के लिए छोटे नालों, सहायक नदियों और खड्डों को किसी भी प्रकार के प्रदूषण या परियोजना से बचाना होगा ताकि इन पर आधारित समुदाय और उनकी आने वाली पीढ़ी का भविष्य सुरक्षित हो सके. बड़ी बिजली परियोजनाओं पर रोक की मांग के साथ कूड़े के प्रबंधन पर ख़ास ध्यान की बात भी की गयी है. बद्दी बरोटीवाला नालागढ़ के औद्योगिक क्ष्तेरा में गैर कानूनी रूप से ज़हरीले पानी को नदी में डालने वाले उद्योंगों को बंद करने की मांग भी की गयी है.
