Press Note 4 March 2020: Forest-Land-Rivers and Tribal Identity: A two-day dialogue: People’s organisations from Lahaul-Spiti and Kinnaur call for tribal unity

About 25 representatives of people’s organisations from Lahaul-Spiti and Kinnaur concluded a two-day dialogue on ‘Forest-Land-Rivers and Tribal Identity’ in Palampur on 3rd March 2020. The meeting which focused on the issues of forest and land rights, environmental destruction caused by hydropower projects, livelihoods and tourism in the scheduled V areas of Himachal Pradesh, Lahaul-Spiti and Kinnaur. Our tribal identity is not merely a political one but a socio-cultural identity that relates to our way of life, our food, language, customs, which separate us from the mainstream and we need preserve this identity. Even today our lives and livelihoods are dependent on forests and land. We live in geographically tough conditions in a remote region of the ecologically fragile Himalayan mountains, where private land holdings are less. Post-independence these areas of Lahaul-Spiti and Kinnaur saw some development thanks to the provisions of the constitution and the Schedule V status. However, over the last few decades modern development has also led to rapid socio-cultural, environmental and economic shifts that have become a cause for serious concern for us. Not only have these changes come in a very short period of time but also they are being driven by external factors, especially state, national and global economic policies. On one hand we are seeing the government pushing destructive development in the form of hydropower projects, on the other we have witnessed complete apathy in implementation of laws like the Forest Rights Act, Nautor rules and PESA, which are critical for tribal areas.

It is in this context that we as members and representatives of tribal community, in order to strengthen our struggles to protect our natural resources and our identity, have felt the need for broadbasing our movement and forming a united people’s front. With this purpose we have arrived at the following resolutions during the course of the 2-day dialogue:

  1. Forests, land and rivers in our region are the basis of our identity and livelihoods and we are primarily concerned about the preservation of these resources
  2. Our movement is not just for recognising these rights for ourselves but for our future generations and is intricately linked with the protection of our socio-cultural and ecological heritage
  3. PESA and the 73rd Amendment of the constitution is critical for Scheduled V area and we will work towards ensuring its implementation whereby the role of the Gram Sabha will be central in any decision-making process
  4. We have identified that the main concerns today for us are recognition of forest and land rights, resisting the threats imposed by hydropower projects and working for community centred ecologically responsible tourism
  5. The Forest Rights Act 2006 and its implementation is crucial for us and we shall focus on not just individual but claiming our community forest rights, especially so that we can work towards conservation and management of our forest and land resources. Our ancestors have not just used these forests but managed them for centuries and we will continue to do so.
  6. We are not merely blindly opposing hydropower projects to protect our environment and livelihoods but our campaign is also to ensure that our rivers, Spiti, Chenab and Upper Sutlej are allowed to flow wild and free (of dams and pollution)
  7. Tourism has to be planned and controlled and this can only be done by the full involvement of communities, especially Panchayats, Mahila Mandals and Forest Management/Protection Committees so that locals may earn a livelihood as well as work towards ecological conservation.
  8. Our effort will be to collectivise at the grassroots and ensure that various ongoing inititiatives come together with a common goal. We would particularly ensure that women and youth participation and leadership emerge and are strengthened in this process. We will also work on connecting with other Scheduled Areas like Bharmaur and Pangi in the state.
  9. Our struggle will not work under the influence of any political party and will be an autonomous and informal platform
  10. We are forming a co-ordination committee of 7 members that will work towards building this platform and this committee will be revised annually.

लाहौल-स्पिति और किन्नौर के जन संगठनों ने किया जन जातीय एकता का आह्वान

पालमपुर: हिमाचल के जन जातीय क्षेत्रों, लाहौल, स्पिति और किन्नौर के सक्रीय संगठनों के प्रतिनिधियों की दो दिवसीय बैठक पालमपुर स्थित संभावना संस्थान में 2 और 3 मार्च को आयोजित की गयी जिसमें ‘जल-जंगल-ज़मीन और हमारा अस्तित्व’ इस मुद्दे पर चिंतन मंथन किया गया | कार्यशाला में ज़मीन अधिकार और जन जातीय पहचान का मुद्दा चर्चाओं में केंद्र में रहा | ट्राइबल होना केवल हमारी राजनैतिक पहचान नहीं – हम खुद को मूल निवासी मानते हैं और हमारी भाषा, जीवन शैली और रीति- रिवाज़ मुख्यधारा से ऐतिहासिक रूप से अलग थे |

आज भी हमारी स्थानीय अर्थव्यवस्था पूरी तरह से जंगल और ज़मीन पर टीकी हुयी है | पहाड़ के जन जातीय इलाकों की भौगोलिक और पारिस्थिकीय परिस्थितयां अत्यंत नाज़ुक हैं और कृषि योग्य भूमि कम है | आज़ादी के बाद दुर्गम होने के बावजूद लाहौल, स्पिति और किन्नौर जनजातीय क्षेत्रों में स्थित समुदायों को देश के संवैधानिक प्रावधानों के चलते शिक्षा और आजीविका दोनों को विकसित करने का मौक़ा मिला है | परन्तु आधुनिक विकास के युग में कई ऐसे आर्थिक, सामाजिक, सांस्कृतिक और पर्यावरणीय परिवर्तन हिमाचल के इन जन जातीय क्षेत्रों में हुए हैं जो आज के दिन चिंता का विषय बन गये हैं | ये परिवर्तन न केवल तेज़ी से आ रहे हैं बल्कि इनके मूल कारण कहीं न कहीं राज्य के इलावा, राष्ट्रीय और विश्व भर में चल रही आर्थिक विकास के मोडल से तय हो रहें हैं |

एक तरफ जल विद्युत् जैसी विनाशकारी विकास की परियोजनाएं सरकार द्वारा थोपी जा रहीं हैं तो दूसरी तरफ कई महत्वपूर्ण कानून जैसे वन अधिकार कानून, पेसा, नौतोड नियम व्यवस्थागत अड़चनों और राजनैतिक उदासीनता के चलते लागू नहीं किये जा रहे | इसी सन्दर्भ में जन जातीय समुदायों को अपने संसाधनों को आने वाली पीढ़ियों के लिए बचाने और इन पर अपने संवैधानिक अधिकारों को हासिल करने के लिए एक व्यापक प्रयास करने की आवश्यकता महसूस हो रही है | इसी उद्देश्य को ध्यान में रखते हुए निम्न प्रस्ताव बैठक में पारित किये गये :

1. जल -जंगल -ज़मीन हमारे जीवन, आजीविका और अस्तित्व का मुद्दा है जो सभी जन जातीय क्षेत्र के लोग प्राथमिकता से उठायेंगे
2. हमारी मुहीम केवल अधिकार लेने के लिए नहीं बल्कि आने वाली पीढ़ियों के लिए अपने क्षेत्र उसके संसाधन और सामाजिक-सांस्कृतिक-प्राकृतिक विरासत को बचाने के लिए हैं
3. जन जातीय क्षेत्रों में पंचायती राज व्यवस्था – 73 संशोधन और PESA कानून को मजबूती से लागू करना होगा ताकि ग्राम सभा की भूमिका निर्णय प्रक्रिया में केन्द्रीय हो
4. आज के दिन हमारे लिए मुख्य चुनौतियां हैं ज़मीन अधिकार प्राप्त करना, जल विद्युत परियोजनाओं के खतरों से बचना और टूरिज्म को समुदाय आधारित और पर्वारण के अनुकूल बनाना
5. वन अधिकार कानून 2006 के अंतर्गत व्यक्तिगत अधिकार के इलावा – सामूहिक अधिकार ख़ास कर वन संरक्षण के अधिकार हासिल करना हमारे लिए अत्यंत महत्वपूर्ण है क्योंकि ऐतिहासिक रूप से हमने इन वनों का इस्तेमाल और रख रखाव दोनों किया है – और आगे भी हम ही करेंगे
6. जल विद्युत परियोजनाओं का विरोध हम केवल अपनी आजीविका और ज़मीन बचाने के लिए नहीं कर रहे बल्कि हमारे अभियान में नदियों को निर्मल और अविरल बहते रखने का उद्देश्य शामिल किया जाएगा ताकि हमारी धरोहर – चेनाब, स्पिति और अपर सतलुज – अविरल मुक्त बहती रहें
7. टूरिज्म और पर्यटन को योजनाबद्ध और नियंत्रित तरीके से करने के लिए पूरा प्रयास किया जाएगा जिसमें स्थानीय समुदायों, महिला मंडलों, वन संरक्षण समितियों की मुख्य भूमिका होगी ताकि आजीविका कमाने के मौके स्थानीय लोगों को मिलें तथा पर्यावरण और हमारी संस्कृति पर नकारात्मक प्रभाव न पड़ें
8. हम इन प्रयासों में अधिक से अधिक स्थानीय जनता को जोड़ेंगे और इसको एक जन आन्दोलन का रूप देने के लिए संघर्षशील रहेंगे | इसमें हमारा पूरा प्रयास होगा की महिलाओं तथा युवाओं की भागीदारी और नेतृत्व सुनिश्चित किया जाए ताकि इन प्रयासों को मजबूती मिले | साथ ही हम भरमौर और पांगी के जन जातीय क्षेत्रों के जन संगठनों को भी इसमें जोड़ेंगे
9. हमारा संघर्ष किसी राजनैतिक पार्टी के प्रभाव से मुक्त होगा और आने वाले समय में इसको एक व्यापक रूप देने का प्रयास करेंगे जो सत्ता की राजनीति से हट कर काम करे
10. इस कार्यशाला में तय उद्देश्यों को आगे ले जाने के लिए हमने 7 सदस्यों की एक समन्वय समिति गठित की है जो इस कार्यक्रम को आगे ले जाएगी
