आपदा से त्रस्त हिमाचल प्रदेश में प्रभावित परिवारों के पुनर्वास में मुख्य बाधा है केंद्र सरकार का वन संरक्षण कानून या FCA 1980, क्योंकि हिमाचल में 68% ज़मीन वन भूमि घोषित है। इस वन भूमि पर यह कानून लागू होता है। केंद्र सरकार को पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय के माध्यम से इस कानून में छूट प्रदान करने के लिए कदम उठाने होंगे ताकि संकट ग्रस्त आपदा प्रभावित परिवार अपना जीवन फिर से शुरू कर सकें।
In a state where 68% of the land is classified as forest land, the key hurdle in quick and just post disaster rehabilitation will be the Forest Conservation Act 1980. The central government through the MoEFCC will have to take steps to provide exemption so that the distressed disaster affected families can restart their lives.
